EU member states publish a coordinated post-quantum roadmap with 2030 and 2035 milestones

The joint roadmap asks member states to begin migration in 2026, protect high-risk use cases by the end of 2030 and finish the wider transition by 2035.

On 23 June 2025 the EU member states, supported by the European Commission through the NIS Cooperation Group, published a coordinated implementation roadmap for the transition to post-quantum cryptography.

The roadmap follows the Commission Recommendation of 11 April 2024, which asked member states to build national PQC strategies, and converts that recommendation into a shared sequence with dated checkpoints.

It puts the first migration steps in 2026, targets high-risk use cases by the end of 2030 and expects the wider transition to be substantially complete by 2035, with cryptographic inventories and governance as the prerequisites.
