MAS advisory MAS/TCRS/2024/01, 'Addressing the Cybersecurity Risks Associated with Quantum' (20 February 2024), directs financial institution CEOs to build quantum risk awareness, maintain cryptographic inventories and trial PQC. CSA opened public consultation on the draft Quantum-Safe Migration Handbook and Quantum Readiness Index on 22 October 2025 (comments due end-December 2025) and published the final version on 16 July 2026.

Assessment-led rather than deadline-led. MAS advisories are not legally binding notices but carry strong supervisory weight; MAS has signalled further supervisory expectations on quantum resilience.

Scope

All Singapore organisations (CSA guidance); MAS-regulated financial institutions (MAS advisory)

Band rationale

Why it matters

Converts high-level quantum risk into a repeatable organisational self-assessment that a board can actually act on.

Migration implications
  • ·Use the Readiness Index as a gap baseline, not a compliance certificate
  • ·Financial institutions should read the MAS advisory as supervisory expectation
  • ·Start no-regrets actions before dated deadlines exist
